Justin Scott Magruder, Chief Data Officer, Science Applications International Corp. (SAIC)
Justin is the Chief Data Officer for Science Applications International Corp. (SAIC), a Fortune 500 Information technology integrator based in Reston, Virginia. In this role, he developed and leads implementation of the company’s Enterprise Data Strategy, including data governance and advanced analytics. He is also focused on leading several best-in-class programs for meta and master data management.
Prior to joining SAIC, Justin founded Noetic Partners, a financial data and information architecture company that delivers data, financial information and portfolio management solutions to sophisticated clients in the financial services industry, including leading commercial and investment banks, investment managers, market infrastructure suppliers, sovereign wealth funds and international proprietary funds, US Federal regulators, and several mortgage market participants.
Prior to founding Noetic, Justin was (the first) Chief Data Officer at Freddie Mac where he led the Enterprise Information Strategies and Management group, and a partner with HP’s Knightsbridge business unit, where he was the senior strategist and client solutions leader in the global Financial Markets practice, managing programs for several clients including UBS Investment Bank, J.P. Morgan Securities, Thomson Financial and Bloomberg.
Justin developed the Market Data and Technology Strategies for Deutsche Bank Asset Management and Scudder Investments, reporting to the Chief Investment Officer, the Security Master Program Manager at Scudder Investments, MLX Platform Delivery Director at Merrill Lynch, the Program Manager for Credit Origination and Risk Management at JP Morgans LabMorgan incubator, and Global Account and Securities Reference Data Services at J.P. Morgan Securities.
Justin is a Board Member for ECCMA (Electronic Commerce Code Management Association) and chair of the Banking, Finance and Insurance Committee. He is a senior advisor to the International Standards Organization’s Technical Committee 68 for Financial Services and Technical Committee 184 for Automation, Artificial Intelligence & Integration.
Justin earned a Bachelor’s degree from Colorado College in 1985 and an MBA in Finance from Columbia University’s Graduate School of Business in 1995, and a PhD in Information Science and Integrated Computing at the University of Arkansas at Little Rock. He was one of the first 100 FISD recipients of the Financial Information Associate Certification in 2010. He is a founding member of the isCDO and a partner with the MIT Information Quality Program.
